1- ID INFORMATION, DRIVER’S LICENCE AND RENTING AGE LIMITATIONS
Each driver must show photographic proof of identity and their passport at the start of the rental. All drivers must present a full and current driving licence which has been held for at least 2 years. The license must be valid for use in the renting country. If your license was issued outside the European Community, you must provide an International Driving License. International Driving License is obligatory for all US customers.
You must be at least 21 years old in order to rent a vehicle. Medium and top class vehicles can also be rented by paying young driver fee, provided that you are at least 21 years old and the driver’s license duration requirement is met.
Both the following conditions and the requirements listed in the below table must be met in order to benefit from Young Driver Fee practice.
- You must be at least 21 years old to rent car groups A, B, J, K, E, F, D, L.
- You must be at least 25 years old to rent car groups O, N and G.
- You must be at least 28 years old to rent car group H and M.
If you are between 21 and 25 years old you must pay a young driver surcharge of 700.00 UAH per day. The maximum young driver surcharge per rental is 3500.00 UAH.
There are no maximum renting age restrictions at this location and no senior driver surcharges apply.
If you have a corporate or contracted agreement with us the restrictions and charges may be different. Please check your contracted terms and conditions.
2 - DURATION OF RENT
Minimum duration of rent is 24 hours.
3 - ISSUES INCLUDED AND NOT INCLUDED TO PRICES
The prices include unlimited mileage right, Collision Damage Waiver (CDW), Theft Protection (TP) and Tax (20%). Fuel, Personal Accident Insurance, Super Collision Damage Waiver, One Way Fee, Delivery / Pick-up Fees, Out of Hours Fee, Baby Seat Fee, Navigation Device, Additional Driver Fee, are calculated separately. Vehicles are delivered to customer with full fuel depot. In case vehicles are returned with empty or not full fuel depot, the fee of missing fuel is charged with service fee. In case of monthly rents, mileage limit varies. For more details, please contact with our rent offices.
4 - RENT FOR SINGLE DIRECTION (ONE WAY) AND CROSS BORDER
The Vehicles are not allowed to take outside of Ukraine. One way rental outside Ukraine is forbidden. In case the vehicle is returned in another city within Ukraine territory, a One Way Fee is additionally charged to rental price. Although these fees may vary based on offices, you can call our Contact Center (+38 044 490 10 88) for more details.
5 - ADDITIONAL DRIVERS
The vehicle can only be driven by person(s) other than the renting person by providing the Driver’s License details of additional driver(s) in the Rental Agreement in return for a fee. Otherwise and/or in case of any accident, all insurances will be deemed as void and both the renting person and the driver(s) will be held individually and jointly responsible. Any additional drivers must be present when you collect the car. All drivers must meet our conditions of rental. See the DRIVER’S LICENCE AND RENTING AGE LIMITATIONS sections. 6 - RETURNING AND PICKING UP
Delivery and collection services are available on request.
For delivery within city limits a charge of UAH 630,00 will apply

The driver must present proof of identity when collecting the vehicle. Please see the Driving Licence/ID Requirements section for more information. During Office Hours
If you are delayed and arrive outside of office hours due to a delayed flight the additional charge of UAH 770,00 will apply. Please, enter your flight number when proceed a booking.
If you are late without prior notice, we will guarantee your rental for 1 hour. After this time, your reserved car may be released and rented to another customer.
Out of Office Hours - Collection
If you would like to rent a vehicle between the hours of 20.30 and 08.30 (Office hours may differ, please, see the Office information section) or on Public Holidays a charge of UAH 770,00 will apply.
This service is not available if the rental is booked online, that means that this fee is not included in booking amount.
We need the following information when you make your booking.
- Flight number
- Contact telephone number
- Credit card details
If you do not collect the vehicle a "No Show" charge of UAH 1 400,00 will apply.
Out of Office Hours - Return
If you would like to return your vehicle between the hours of 20.30 and 08.30 (Office hours may differ, please, see the Office information section) or on Public Holidays a charge of UAH 770,00 - this charge is not included in the booking amount.
If the vehicle is returned outside of office hours the driver is liable for damage or theft until the car has been inspected by a member of the Budget team.
7 - INSURANCES
You can find descriptions of our insurances below. These descriptions are provided as general information. Budget reserves its right to amend them at any time. You can also purchase addittional insurances, which are not included to our prices, all detailed information about applicable limits and costs you can get at our sales offices at time of check out.
Coverage of liability in the event of damage (CDW) or theft (TP) of a car is mandatory and is included in the car rental rate. The amount of liability in case of damage or theft is provided below.

Before paying for a car rental, the client must provide a credit card for the deposit, the amount of which depends on the class of car and is equal to the amount of liability specified above.
ABOVE INSURANCES ARE GENERAL AND PROVIDED FOR INFORMATION PURPOSES. FOR MORE DETAILS, PLEASE CONTACT WITH OUR RENT OFFICES.
In case of any accident or in case the vehicle is stolen, Budget office must be obligatory informed within 24 hours and the police report must be presented. Otherwise all purchased insurances will be deemed void and renter will be responsible for all damages that might have been occurred, including pecuniary and non-pecuniary damages of third persons. In case the vehicle breaks down or support is needed for any reason, assistance must be received from Budget. Please see the details in your Car Rental Agreement terms.
8- DELAYS IN RETURN
For delays up to 1 hours in returning the vehicle are accepted for free of charge. For delays longer than 1 hour, rental fee of an entire day is charged.
9- PAYMENT
Online reservation page cannot be considered as vehicle rental agreement whether the reservation was confirmed or not. Budget’s General Terms of Rent are applicable for rents to be made. The vehicle is rented to the person, whose name is written on Prepaid Reservation Form. In case of prepaid reservations made through the web, a rental agreement cannot be made at the office if the processed card and cardholder are not available. Payments can only be made via credit cards and debit cards are not accepted. No rental agreement can be executed at the office without a credit card. Rental agreement is opened during the rent and arranged in accordance with the current laws and regulations of the country, in which the rent is made.
We will take a deposit to cover any costs in case of damage or theft. Please contact our office for further information on driver excess liability.

- Debit cards may be used to pay rental charges only.
